THE STATE COUNCIL
The Council of State is the highest court of the French administrative order. It is competent to decide all disputes that involve a public person (state, regions, departments, municipalities, public institutions) or a private person in charge of a public service.
As supreme judge of the administrative courts, the Council of State, like the Court of Cassation in the judiciary, ensures the unity of jurisprudence on the national level
Decisions rendered by the Conseil d'État ruling on litigation are sovereign and are therefore not subject to any appeal.
